For aircraft security purpose, Civil Aviation Department has introduced a series of regulations and procedures for air cargo shipped from China as of effective on 6th March 2000. All Freight Forwarder under this regulation will be known as a Regulated Agent (RA).
It is a requirement for a freight forwarder to register as a Regulated Agent and a shipper to register as a Known Consignor so that their cargo will be accepted by the airlines as Known Cargo. Fail to do this will mean that the forwarder has to treat the cargo as Unknown Cargo. In this instance, under the regulations, the subject cargo will have to be sent for screening at either HACTL or AAT and will involve additional charges to carry out X- rays of the cargo. This will also slow down the processing and shipping of the cargo.
As a Known Consignor, they are responsible for ensuring that their consignments are prepared and handled in a manner that will not compromise the security standing. Under the RAR, all consignor are required to enter into a business contract with the forwarder and sign a declaration declaring that the cargo consigned by them does not contain explosive or incendiary devices. The consignor has to declare that their organization has made its best endeavor to protect the consignment against unauthorized interference during its preparation, storage and transportation. They must also agree that the packaging and contents can be examined for security reasons at any times.
